Yours is an interesting standpoint and one which, on the face of it, I would support wholeheartedly.
The jarring notes you mentioned bothered me as well. I was pleased to see a clearer picture in the written version.
I also have given this a lot of thought. I arrived at the conclusion that it was likely that the video, as intended, is aimed at the current BHS membership who, let's be honest, struggled with the basic idea of losing the word "preservation" from the title of the organisation. I can only imagine the apoplexy in some quarters when this bombshell hit. I think it possible that this is an attempt to "downplay" some of the concerns of that conservative membership.
I believe it highly likely that the society intends to talk to other organisations to establish firm partnerships, if not actual mergers. It makes no sense whatsoever to try and reinvent the wheel although if preliminary discussions have been held or if his is a unilateral position is less clear.
Interesting times.
